EU relaxes CO2 rules and the end of new internal combustion engines in 2035

Starting from late October 2026, a series of votes and positions at the European level cast doubt on the ban on new petrol and diesel engines after 2035, with a relaxation of CO2 standards and the examination of a neutral fuel category. This regulatory reversal applies to the entire European market and reshuffles the cards for manufacturers, while an analysis estimates that 185,000 jobs are threatened by such a relaxation. The Environment Committee of the European Parliament voted for flexibilisation, with a plenary vote expected in December. Positions, however, differ by country: in Germany, a taskforce calls for a revision of CO2 rules; in France, an MEP defends the automotive package and rejects a return to internal combustion; in Italy, ANFIA welcomes flexibility while asking for further modifications; and in the UK, an expert believes manufacturers would maintain their electric shift despite the delay.

Key terms

CO2 standard
A European emissions standard, known as the Euro standard, is an EU regulation that sets maximum limits for pollutant emissions for new road vehicles; CO2 emissions are not taken into account in these standards because this gas is not considered by European automotive legislation as a direct pollutant, but its monitoring is the subject of other work by the European Union. Electric vehicle
An electric vehicle is a means of transport whose propulsion is provided exclusively by one or more electric motors; it can draw its energy from onboard resources such as an electric battery, or be connected to an external source, for example via a catenary. Wikipedia
Automotive package
The source provided for this term does not contain a corresponding definition: it deals with Robert Paquet, a Belgian comic book author, and not an automotive package. Wikipedia
